Timpview Youth Football 
District Bylaws 

Timpview Youth Football (TYF) is a non-profit 501(c)3, which operates under the auspices of the Utah Youth Football Conference (UYFC). Our district boundaries are those of Timpview High School (THS) and we claim full youth football jurisdiction (grades 4–9) over this geographical area as the feeder program for THS varsity football. 

As such, we adhere to all policies and procedures laid out by UYFC (accessible at utahyouthfootball.org), including stated safety, rules and event management protocols. 

Given autonomy by UYFC to govern our district internally, the following bylaws are to ensure transparency and accountability between players, coaches and parents: 

Organizational Structure & Governance
TYF is governed by an entirely voluntary District Board, comprised of a District President (DP) and at least 2 board members. Board members are invited from the TYF community by the DP for the skills, knowledge and energy they can provide to the district. The DP communicates regularly with the board, in formal and informal meetings, to ensure equitable governance, smooth operations and accountability from all in the district. 

Coaching 
The TYF District Board will select a head coach for each team at the beginning of each new season. Potential coaches should register as volunteers at the district website (timpviewyouthfootball.org). Head coaches will be allowed to name up to 4 assistants. 

All coaches must be at least 21 years old and undergo mandatory UYFC coach certification (including concussion and appropriate behavior training) and sign the UYFC Code of Conduct. The TYF Board will monitor coaches throughout the season to ensure compliance to rules and codes. At the end of the season, the TYF Board will review coaching and work with coaches to optimize for the next season. There is no tenure system; each new year marks a new season and the TYF Board will have sole discretion in vetting, evaluating and naming coaches for each new season. TYF Board members are allowed to serve as head or assistant coaches, provided the board approves it. 

For any behavior that violates the Code of Conduct, TYF will enforce a “three-strikes” rule for all coaches. A first incident will result in 1) a verbal warning by a TYF board member; a second will result in a 2) write-up (written communication) which entails UYFC penalties for the coach and his son; a third incident will 3) ban the coach for the season (cf. UYFC). 

Players & Team Formation
All players must live in THS boundaries (or a UYFC exception zone) and register at the TYF website over the registration period (typically, early Feb–early July) for the grade in which they will be enrolled in the academic year of that fall football season (i.e., If your son will be going into the 8th grade in the fall, he should register with the 8th grade team). Registration fees cover league fees, insurance, uniform, equipment use and game film. 

Based on registration numbers, the TYF Board will decide if we combine or split teams. (E.g., In the past, low registrations have required a combined 4th–5th-grade team, and high registrations in 8th grade have occasionally required splitting into an A and B team.) The district minimum to split teams is 32 registrations, as a roster of 16 per team (as injuries, illnesses, conflicts and absences accumulate) is a conservative standard. Players may only play on one team (unless UYFC flex standards are fully met). 

If a team is large enough to split, the first week of practices of a team (almost always after 24 July) will be combined. After that week of “tryouts,” the head coach will divide the team into an A and B team, equal in size but divided by current player development. The TYF Board will then find a head coach for the B team. 

Practices
Over the summer (after 24 July), teams are allowed to practice up to 5 days/week for a maximum of 2 hours per day. Once classes begin for Provo School District, practices are limited to 3 day/week for a maximum of 2 hours per day (with a max of 3 practices between games). Teams are also allowed either a weekly optional game film session or non-contact, helmets-only team walk-though. The TYF Board will ensure practices adhere to these rules and will enforce disciplinary measures (see “three-strike rule” above) as needed. 

Full-contact practices should be conducted with player safety and concussion prevention at the forefront of coaches’ minds. Avoid drills that put players at unnecessary risk and correct techniques and practices that endanger player safety. 

Games 
Months of preparation and hours of practice go into the game experience. The UYFC works tirelessly to create schedules, find locations, secure officiating and make sure the game experience is a positive one. To do our part, coaches, players, parents and spectators are required to abide by the UYFC Code of Conduct. All UYFC rules (and links to the official NFHSS rule book) are on their website. All TYF members (coaches, players, volunteers and spectators) must respect game officials and field supervisors at all times. 

TYF allows up to 5 coaches on the sidelines during games (and they must wear official UYFC lanyards). No one other than coaches and players are allowed on the sidelines; however, the away team is required to provide a chain crew for each game. 

All healthy players, who have attended all weekly practices, will be guaranteed a minimum of 10 plays for that week’s game. Coaches are required to keep minimum play/score sheets (forms available on UYFC website).
